Don't bother rushing to the water early — with all-day cloud cover and rain, the midge and BWO activity won't really fire until 11 AM at the earliest, and the best surface window will be 1 PM to 3 PM in slow eddies. If you want to throw a streamer, save it for the last 90 minutes of light and work it slowly along undercut banks and structure with minimal stripping — let the current do the work.
